Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D0884000 and is part of the FL JFHQ, National Guard. Responsibilities As a Traffic Management Specialist, GS-2130-11 you will serve as the Command Transportation Officer and represents the Director of Logistics on transportation matters involving movement of personnel, equipment and supplies, both domestically and internationally. Serve as principal representative for military transportation matters and for planning and executing unit movements. Direct, oversee and provide technical guidance for preparation, maintenance and execution of movement plans for mobilization and deployment. Coordinate surface and air movements with appropriate DOD, federal and state agencies to ensure compliance with applicable regulations. Coordinate commercial requirements with the Traffic Management Office as needed for commercial transportation. Ensure requirements necessary to execute the plans have been identified and coordinated. Ensure proper handling of special and unique movement requirements. Use and interpret U.S. Forces Command (FORSCOM) and Army regulations, technical manuals, traffic bulletins/regulations, federal and DOT regulations. Requirements Conditions of Employment Qualifications AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1 & 3 Only. Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency WITH dual FL National Guard military membership; Category 3: All current military members of the Florida National Guard. First consideration will be given to Category 1. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLARNG BUS Code NG5022: This position is "included" in the bargaining unit and eligible for labor organization representation. MILITARY GRADES: Warrant Officer/Officer; WO1 thru O5. TEMPORARY PROMOTION- For Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in the Title 32 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 32 position once incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition. INDEFINITE APPOINTMENT-For Current Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in the Title 5 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. SPECIALIZED EXPERIENCE: GS-11 must have experience equivalent to at least 1 year to the next lowest grade, experience, education, or training performing, administering or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs. Experience interpreting applicable Federal, State and local laws, and regulations concerning transportation and traffic procedures. Knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States). Education You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
