Description of Work

This position is in Buncombe County, NC in the Weaverville Resident Engineer’s Office. This position will function as an Engineer II that will serve as the Senior Assistant Resident Engineer. This position will manage the administration of highway construction contracts, supervise contract construction work, establish engineering controls for the contractor, and inspect construction work. The position will be responsible for contract administration of all types of construction projects including Central and Division let contracts. The position requires proficiency in plan reading, highway engineering calculations, and familiarity in the operations of survey instruments. Other duties include the preparation of monthly estimates, final estimates, and other recordkeeping required during the life of a contract construction project.

Knowledge, Skills and Abilities / Competencies

  • Knowledge of contract administration to ensure projects are constructed in accordance with the Department’s Specifications, Standard Drawings, and Policies.

  • Knowledge and understanding of the principles and practices of Civil Engineering and construction methods, materials, and equipment in performance of Contract Administration functions (estimates, supplemental agreements, claims, correspondence, submittals, monthly construction meetings, and ensuring environmental compliance).

  • Experience in supervising the work of others, including supervision of Construction Engineering Inspection personnel to meet department goals.

  • Customer service experience related to resolving problems that involve explaining engineering concepts to various customer groups.

  • Experience in the management of multiple projects and directing multiple work crews.

Additional Expectations:

Possess working knowledge of the principles and practices of Civil Engineering and construction methods, materials, and equipment. Ability to understand, explain and administer contracts, and interpret construction plans, provisions, standards, and specifications. Ability to train, coordinate, and supervise subordinate employees. Ability to communicate, establish and maintain effective working relationships with coworkers, contractor’s personnel, and the public. Ability to make Field Engineering decisions. Ability to perform Contract Administration (estimates, supplemental agreements, claims, correspondences, submittals, monthly construction meetings, ensuring environmental compliance, etc.). Ability to withstand extreme weather and terrain conditions while performing duties. Night and weekend work may be required. Safety toe footwear is required. Employees must have the ability to safely operate a motor vehicle. HiCAMS and SharePoint experience preferred.

Minimum Education and Experience Requirements

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience. Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
