Responsibilities You will aid in the direction of a team of IT professionals located throughout the installation to ensure system and application availability 24/7. You will be responsible for providing project management feedback on a data center requirement for IT applications development projects. You will develop and maintain operations policies and procedures and information record keeping for IT audits. You will manage the operations, utilizing ITSM frameworks, of all IT activities abroad the installation. Requirements Conditions of Employment Qualifications GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as technical expert for one or more complete systems, modules, applications, or equivalent (e.g., data storage, software applications, networking); 2) Developing functional requirements and specifications for systems that meet business requirements; 3) Carrying out IT design studies to determine feasibility of requirements and design alternatives and to develop and/or modify critical portions of functional analysis documents; 4) Providing advice and assistance to customers while troubleshooting complex system problems, minimizing interruptions in customers' ability to carry out critical business activities; 5) Applying knowledge of Functional Business Processes in a Systems, Applications, and Products. GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) Applying IT knowledge of capabilities and limitations of software and hardware to analyze system design and programming techniques. Appling IT principles and practices sufficient to discuss and/or assess issues to ensure resolution; AND (3) Managing IT program in at least one functional area to overall business planning and progress technology and systems forward. In addition to the specialized experience stated above your resume must demonstrate one year of experience supporting the following competencies: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Installing and maintaining software and hardware, control current versions and future releases of applications software, and documenting the physical configuration of an information system. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Consulting with customers to refine functional requirements and translate functional requirements into design specifications. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Consulting with application developers and system owners to determine the effect on end user applications resulting from changes to the operating environment (e.g., new software or hardware installations). 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Applying and troubleshooting security settings, anticipating future problems related to inability to apply security settings and providing recommendations to leadership as well as documentation of alternative courses of action if unable to implement expected settings. Conditions of Employment continued: This is an Information Assurance Manager Level II position. Employees shall obtain and maintain the proper IA certifications for the IA position within 6 months of hire as required in the DoD 8570-M regulation. Upon request of the Net Defense Manager, the employee shall provide documentation supporting the information assurance certification status. Certified IA personnel performing IA functions must maintain these certifications throughout employment in the position. This position has been designated as a Cyberspace Workforce position in the DoD Cyber Workforce Framework (DCWF) work role as identified above and, as a condition of employment, the incumbent of the position is required to obtain and maintain qualification in accordance with DoDM 8140.03 Cyber Workforce Qualification and Management Program, February 15, 2023 and supporting Department of Navy policies. This designation requires the incumbent to: a. Obtain the foundational qualification within nine months and the residential qualification within 12 months of appointment and maintain those credentials as described in DoDM 8140.03 for DCWF work role(s) and proficiency level(s) as documented on this coding sheet. For more information, please review DoDM 8140.03 and supporting DON policies. b. Participate in continuous professional development program as described in DoDM 8140.03. An annual 20 hour minimum of Cyber Workforce related continuous professional development must be documented and completed in a current individual development plan signed by both the employee and supervisor. Continuous professional development begins in the fiscal year after the employee has obtained both foundational and residential qualification requirements. c. Acknowledge responsibilities in writing via command designation letter. Education GS-11 In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on education as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree A transcript must be submitted with your application if qualifying using education.
