The Idaho Department of Health and Welfare is currently seeking a full-time Limited Service Health Program Specialist to lead to lead the Dementia Friends Idaho and Idaho’s Lifespan Respite projects, both are implemented through for the Alzheimer’s Disease and Related Dementias (ADRD) Program. The ADRD Program is a state and federally funded program that works with partners statewide, creating and sustaining a centralized focus on brain health, Alzheimer’s disease, dementias, and family caregivers. We seek applicants with strong oral and written communication skills, strong attention to detail, strong professional demeanor, proven project and time management skills, and strong public health experience. This position requires some in-state and out-of-state travel to facilitate local/statewide meetings, attend training and conferences, and conduct site reviews.
This position resides in the Bureau of Community Health, Division of Public Health in Boise, ID, and may be eligible for 20% telecommuting once the probationary period is successfully completed. This position is based out of the Central Office in downtown Boise office. Applicants must live in the greater Boise area.
This is a limited-service position, with funding to last through September 29, 2028. The length of limited-service appointments is determined by the availability of grants, alternative funding sources, and timeframes such as pilot projects or program termination. This announcement will be used to fill the current vacancy in Boise only. EXAMPLE OF DUTIES:
Assist the Idaho Alzheimer’s Disease and Related Dementias (ADRD) program manager and other department staff in the development of program objectives, priorities, policies, and procedures in accordance with program, bureau, division, department, and community needs.
Participate in the statewide ADRD Alliance meetings and goal team efforts, Tribal Open House events, Dementia Friends Idaho’s efforts, and Idaho Lifespan Respite efforts.
Develop and maintain strategic partnerships with key stakeholders and community organizations to support and further brain health, respite, family caregiver, Alzheimer’s disease, and dementia awareness and management in Idaho and assist in establishing and maintaining communication networks with local, state, tribal, federal, public, and private agencies.
Collaborate (which may include manage) with community, health systems, and public health partners, and Department staff/programs to support brain health, respite, family caregiver, ADRD awareness, risk reduction, and management, and optimizing resources in Idaho.
Identify problem areas and community needs and resources related to brain health, Alzheimer’s disease, dementias, respite options, and family caregivers and conduct outreach and evidence-based communication and education activities.
Coordinate and disseminate consultation, training, and technical assistance in partnership with subject matter experts for organizations implementing brain health, ADRD, respite, and caregiver awareness activities for the program.
Develop and monitor contracts and subgrants to reflect state or federal program requirements, including program design and implementation requirements align with the scope of work and approved budget, evaluation and performance measurement, continuous quality improvement that support the program and conduct site reviews to evaluate compliance with state and federal requirements.
Assist with data collection, analysis, report writing, and dissemination, per program need for continuous quality improvement.
Assist with grant application development and reporting.
Review invoices and accompanying reports to ensure alignment with fiscal requirements and for program manager approval and assist the program manager with program budget needs and preparation and justification of annual budget requests and quarterly budget reviews.
MINIMUM QUALIFICATIONS:

Some knowledge of public health practices.Typically gained by completion of college-level coursework relating to public health practices OR at least one year of professional level experience in a public health field.
Some knowledge of survey methodology and statistical procedures used to collect, analyze, and interpret data.Typically gained by completion of at least one upper division college-level course in statistics OR at least one year of experience performing related work with a measured outcome.
Experience managing projects.Typically gained by approximately one year of experience where you held the responsibility for all the various aspects of managing an entire project.
Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.
Experience demonstrating the ability to collaborate with health-focused or community organizations.Typically gained by at least one year of experience collaborating with other organizations.
Experience with presentations.Typically gained by at least one year of developing and delivering presentations about health education.
Experience with public health evaluation.Typically gained by at least one year of experience with program, grant, or data evaluation.
Good knowledge of public health. Typically gained by at least one year of experience or successful completion of the core requirements equivalent of a Master’s Degree in Public Health, Business, Health Administration, Health Education, Health Sciences, or related field.
