Job/Position DescriptionProgram Specialist VIJob Description:The Program Specialist VI (PSVI) is selected by and directly reports to the Community Resource Coordination Groups (CRCG) State Coordinator in the Office of Mental Health Coordination (OMHC). The PSVI, CRCG Regional Coordinator, provides regional support to CRCGs located in their assigned service area. CRCGs are county-based groups of local partners and community members who work with parents, caregivers, youth, and adults to identify and coordinate services and supports, including behavioral health, basic needs, and caregiver support. They help people whose needs cannot be met by one single agency and who would benefit from interagency coordination.The PSVI works within the Policy, Systems Coordination, and Programming area within OMHC. The PSVI works under the direction of the CRCG State Coordinator with latitude for the use of initiative and independent judgment. The CRCG program consists of the State CRCG Office, the State CRCG Workgroup, and local CRCGs. The PSVI provides regional support and training for the CRCG program. This position leads training support efforts for local CRCGs, to include training and coaching local CRCG leaders and members, supporting the efforts of the State CRCG Workgroup and subcommittees, and executing strategic plan activities. The PSVI assists with regional data collection and analysis by providing training and support to CRCG leaders on data entry and reporting requirements in the CRCG data collection system. The PSVI assists with outreach and communication efforts and works in close coordination with relevant state agencies and internal and external stakeholders. Additional responsibilities include leading special projects, interpreting state and federal laws and regulations and department rules and policy as they apply to program planning and policy development, identifying and implementing best practices, and establishing quality assurance. Provides leadership and support on project management, strategic planning, and oversight and reporting on key initiatives associated with the maintenance and improvement of the CRCG program. Reviews proposed federal and state statutes and regulations that impact the CRCG program and provides consultation and guidance to ensure compliance. Implementation of regional CRCG support including information about the national System of Care (SOC) philosophy, Texas SOC infrastructure, and incorporating SOC values into CRCG operations.Provides complex planning, implementation, and evaluation of strategies to achieve HHSC priorities, policy development, and coordination. Works across HHSC and in coordination with external partners to coordinate policies and implementation. Conducts research as needed.Represents OMHC on regional committees or workgroups as needed.
