Job/Position DescriptionProgram Specialist IIIWorks under the general direction of the Program Supervisor for Disaster Case Management grant program of the Emergency Services Program. Work leading the day-to-day operations of the DCM grant program. Responsibilities Include interpreting federal and state laws and regulations and department rules and policy as they apply to service delivery; program strategic planning and policy development; oversight of DCM grant operations; monitoring quality assurance and performance measurement tools; monitoring administrative and contract services budgets; and ensuring effective utilization of resources. Coordinates with interna DCM grant staff, leadership, FEMA, the Texas Division of Emergency Management, and contractors. Works under minimal direction with latitude for use of Initiative and Independent judgmentEssential Job FunctionsThis position will coordinate with temporary staff hired to support program during a disaster. HHSC temporary staff hired for a disaster may stay on for up to 24 months. Assists in the planning, development and evaluation of the program. Assists in the implementation of program policy and budgets. programs. (25%)Coordinates and monitors program initiatives. Participates in program operations. Reviews and evaluates Impact of proposed federal and state laws on program objectives. (35%)Follows guidance and direction to coordinate with program staff in the operations of the program. Collects data for the production of documentation, reports and budget. Participates in discussions with leadership, state and federal partners, and contractors. Coordinates with federal and state partners on decisions affecting client outcomes. Prepares program reports, provides presentations, and other information to federal, state and local partners. Gathers data in response to requests by legislators and other public officials. (15%) Assists in the operation of grants; monitors contracts. Monitors compliance with federal regulations, standards and other program guidelines. Coordinates with federal agencies to assure program policies, standards, and activities conform to federal program requirements. Identifies gaps and recommends improvements.
