ASHLAND CO HEALTH & HUMAN SERVICES Children & Family Services Supervisor in ASHLAND, Wisconsin

JOB REQUIREMENTS: 35% Staff Administration: Evaluates staff resources and identify staffing needs. Assists in recruiting, interviewing, hiring, evaluating, disciplining and terminating staff. Provides orientation and technical training for staff using standardized procedures. Assigns work and provides consultation, follow up and support. Conducts regular staff meetings. Holds regular individual staffing meetings with staff to provide direction on task completion and consistent feedback on work performance as well as assessing and assisting staff with self-care. Prepares and maintains job descriptions for staff positions. Completes employee performance reviews, counsels staff to achieve effective performance. and take disciplinary action as appropriate. Identify individual staff development/training needs/opportunities and submit timely recommendations for participation to the Director. Promotes and encourages a professional environment. Provides on-site direct supervision to agency employees who are in the process of becoming certified social workers. Provides consultation and supervision remotely to employees via telephone during emergency/on-call situations. Provides back-up supervision for staff in other sections in the absence of the Director and unit managers. 35% Service Delivery: Administers and supervises Children and Families Unit programs (e.g. Child Welfare, Child Protective Services, Juvenile Justice, Foster Care, Kinship Care, Mental Health and Substance Use Disorders, etc.). Reviews reports, case narratives, billings, expense accounts, leave requests, etc. on a timely basis to ensure consistent workflow and approves documents in accordance with program regulations and agency policy. Assists in identifying, developing, and maintaining resources to meet program needs. Monitors accountability and efficiency of service delivery. Assists in the development of contracts for service, monitor status, and provides feedback to the Director. Coordinates service delivery within the department and with community partners Provides direct services in the absence of staff. Establishes, Staffs and Manages emergency shelters in time of natural disasters and other times of crisis when the Emergency Government Plan is enacted. 15% Program and Budget: Maintains a working knowledge of and interprets program rules, manuals, and regulations; develops and maintains policies and procedures; and develop and maintain standards to monitor compliance and evaluate quality. Assists in the development of program plans and budgets, monitor plan compliance, and regularly review expenditure reports financial statements. Maintains a working knowledge of state data systems, provides operating instructions to staff users, and be knowledgeable of available reports and appropriate report uses. Prepares and presents periodic reports to the Board and other boards/committees as assigned. Demonstrate a commitment to county safety, employee safety, and risk management. 10% Administrative: Participates in individual staffing with Director. Participates in mgt staff meetings. Participates in regular Health and Human Services Board meetings. Assists in developing and updating program and personnel policies and procedures. Participates in staff development/training activities to enhance supervision and program mgt skills. Performs other duties as assigned. 5% Interagency Awareness, Public Relations, and Community Education: Provides information and clarification to other units of the dept and other agencies regarding Children and Families Unit responsibilities and activities. Assists in the development of resources to deliver program information to targeted populations and the general public. Serves as a member of committees or workgroups related to the function and purpose of the department. Provides education to community partners regarding their responsibilities as Mandated Reporters under 48.981(2). * **** OTHER EXPERIENCE AND QUALIFICATIONS: Education and/or Experience Requirements: Bachelor\'s Degree in Social Work or related field required. Five years\' experience in child welfare required. Social Work certification required. Minimum Knowledge, Skills, and Abilities Qualifications: Extensive understanding of statutes including chapters 938 and 48, regulations, and practice pertaining to family services programs. Thorough knowledge of community human services resources and means of access. Ability to direct, supervise and evaluate staff and to provide effective consultation. Ability to effectively communicate information orally and in writing. Ability to carry out special and general assignments requiring organization of materials and development of procedures. Ability to establish and maintain effective working relationships with other employees, agencies, and the public. Ability to support and promote the department\'s goals, programs, and staff. Possess the skills and abilities required of Department social workers/coordinators related to interpersonal skills, personal/awareness, analytical thinking, communication skills, and organizational skills. Extensive understanding of the Wisconsin Indian Child Welfare Act. Thorough knowledge of wrap-around services with its relationship to mental health services to children.
