Description

The American Public Power Association (APPA) is looking for aSenior Operations Safety Specialistwho will be responsible for managing the day-to-day operations of key member safety programs and groups, including the APPA eSafety Tracker (eST) application, the APPA Safety Manual, the APPA Safety Committee, the APPA Safety Awards of Excellence program, and OSHA Grant programs. The Specialist will supervise the collection, processing, analysis, and graphic presentation of statistics, data, and reports from said programs. The Specialist directs program activities, assists members with their use, and participation in the programs. The Safety Specialist will assist members with questions in the safety topic area, and acts as a liaison to the APPA Safety Committee, eSafety Tracker Users Group, associated working groups as directed, and provides on-call support to the Mutual Aid Program and the Risk Management Program. The Safety Specialist will provide technical and analytical assistance and support to APPA members and staff on member-service related regulatory, and compliance issues as directed. The Specialist will serve as a technical product manager in developing safety software applications and services for members.

Please note: This is a hybrid position with the option to work fully remote.

  • Manage the day-to-day activities of the APPA Safety Committee, Safety Manual Working Group, eSafety Tracker program, eSafety Tracker Users Group, and APPA Safety Awards. Assist with the operation of the Mutual Aid Program and APPA Risk Management Program.

  • Act as liaison to the APPA Safety Committee, and related subgroups, to ensure proper on-boarding, nominations process, and keep track of essential panel related data, including action items and meeting minutes.

  • Work with the Safety Committee and the Safety Manual Working Group to update and develop new versions of the APPA Safety Manual in accordance with NESC and OSHA requirements.

  • Work with members and programmers/analysts to determine functional requirements for desired features and enhancements to eST application. Test and assist in the deployment of program upgrades and related training materials. Track bugs and independently answer/troubleshoot all relevant eST-related member inquiries.

  • Manage and ensure successful outcomes for the Safety Track at the APPA Engineering and Operations (E&O) Technical Conference. Prepare relevant program reports, presentation materials and spreadsheets, and coordinate with conference speakers, as needed.

  • Ensure successful Safety Awards application grading and evaluation review process. Create and distribute Panel grading ballots. Manage access to Safety Awards and communicates application and grading system.

  • Lead the development of Safety-related webinars and leading practice sessions, which includes communicating with speakers and members, drafting scripts and PowerPoints, and completing follow-up actions.

  • Monitor, analyze, prepare comments, and disseminate information to APPA members and staff on electric utility operations related to safety rules and regulations, utility industry safety standards, and other technical subjects of relevance to the membership.

  • Monitor, represent, and advocate on behalf of membership through participation in appropriate external industry groups, such as the Occupational Safety and Health Administration, Small Business Association (SBA) and member-based or other industry stakeholder groups.

  • Serve as a first point of contact for APPA members and nonmembers and ensure a satisfactory outcome to their questions and comments related to Safety.

  • Conduct surveys and research on safety, operations, and comments related to proposed rulemakings, safety guidance/laws, eST participation, and prepare periodic analysis and reports on recruitment, retention, program updates, and other member-service activities as needed.

  • Conduct statistical, geospatial, and temporal analysis as needed, and perform data processing (extract, coalesce, normalize and cleanse) to enable and employ analysis and visualization of data using programs such as Excel, Fonteva, etc.

  • Develop a thorough knowledge and understanding of APPA, its membership, the Technical and Operations Services department activities and projects, and the role of APPA as a service organization.

  • Regularly maintain online member interaction and discussion on the APPA Engage application.

  • Performs other duties as assigned by the Senior Director of Resilience Programs and Sr. Vice President of Technical and Operation Services.

Requirements

  • Bachelor's degree from a 4-year college or university required (Engineering, Health Sciences, Safety, Occupational Health, Environmental Management, Mathematics, or equivalent combination of education/experience).

  • 3 to 5 years of relevant job experience.

  • Ability to work independently, prioritize workload, and handle a variety of tasks simultaneously in a deadline-oriented environment.

  • Experience seeing projects through the full life cycle and proven ability to complete projects according to outlined scope, budget, and timeline.

  • Ability to establish and maintain good working relationships with personnel of member utilities, federal agencies, utility interest groups, and other professional organizations.

  • Excellent research and analytical skills.

  • Excellent customer service skills.

  • Effective verbal and written communication skills.

  • Ability to work as a technical project manager.

  • Initiative and excellent attention to detail.

  • Ability to use information resources quickly and accurately.

  • Proficient in use of Microsoft Office applications, including SharePoint, Excel, Access and in using HTML and JavaScript to maintain website pages.

  • Familiarity with statistical analysis software packages.

  • Experience in energy sector/member utility and/or trade association (preferred).

  • Project Management Professional (PMP) certification (preferred).

  • Prolonged periods of sitting at a desk and working on a computer.

  • Must be able to lift up to 15 lbs.

  • Travels out of town up to 40% of the year to support APPA’s conferences, events, and meetings.

  • Travel required to Arlington, VA at least on a monthly basis, together with other Association travel as required.

The salary range for this position is commensurate with experience.

Salary Description

$82,000 - $103,000
