Summary About the Position: This position is with the National Guard Bureau, G-9, Arlington, VA. About the Surrounding Area: Situated in Northern Virginia on the south bank of the Potomac River directly across from Washington D.C. Arlington is headquarters to many departments and agencies of the federal government, including the Department of Defense and is the location of many national memorials and museums. Responsibilities Address Environmental Justice in Minority Populations and Low-Income Population. Analyze current and projected requirements for assigned environmental region. Implement the American Society of Testing and Materials (ASTM) standard practice for conducting Environmental Baseline Surveys and Environmental Site Assessments. Review construction project requirements during the current and upcoming fiscal years. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). GS-12 -Minimum qualifications: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Implement National Environmental Policy Act (NEPA) policy and guidance; implement Comprehensive Environmental Response Compensation, and Liability ACT (CERCLA) policy and guidance as it pertains to American Society of Testing and Materials Standards (ASTM); conduct and prepare Categorical Exclusion Projects (CatEx), EAs (Environmental Assessments, and/or EISs (Environmental Impact Statements); review Environmental Condition of Property (ECOP) documents and report comments to the 54 States and Territories including Environmental Baseline Studies (EBS), Phase I Environmental Site Assessments (ESAs), Phase II ESAs and Pre[1]Construction Assessments (PCAs). This definition of specialized experience is typical of work performed at the next lower grade level in the federal service (GS-11 or equivalent). You will be evaluated on the basis of your level of competency in the following areas: Environmental Compliance and Preventive Action Environmental Document Preparation Environmental Policy and Strategy Development Environmental Project and Program Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. Physical work location included in this announcement is non-negotiable for this position. This is a developmental position, with promotion potential non-competitively to the target grade, GS-13.
