Overview

The Deputy Chief of Party (DCOP) will support the Chief of Party (COP) in the management and implementation of  a USAID research and development activity project.  The DCOP will be responsible for providing technical leadership, managing project operations and ensuring the achievement of project objectives in compliance with USAID regulations and the project's contractual requirements.  Position is contingent upon award and client approval.

 

Responsibilities

Project Management:  Assist the COP in providing overall strategic direction and leadership for the RAD Activity and o versee day-to-day project operations, ensuring efficient and effective implementation of project activities.

Technical Leadership:   Provide technical expertise and guidance in areas such as monitoring and evaluation, data analysis, and results-based management and s upervise the technical team, ensuring the delivery of high-quality technical outputs and adherence to project goals.

Operational Oversight:   Manage project operations, including procurement, logistics, and human resources, to ensure smooth and compliant project implementation and d evelop and maintain operational policies and procedures in line with USAID regulations.

Stakeholder Coordination:   Work closely with the COP to maintain strong relationships with USAID, government counterparts, local partners, and other key stakeholders and represent the project in meetings and forums as required, promoting the project’s objectives and activities.

Financial Management:   Assist the COP in overseeing the project budget and financial management, ensuring compliance with USAID regulations and m onitor project expenditures, prepare financial reports, and ensure timely financial reconciliations.

Monitoring & Evaluation:  Support the development and implementation of a robust monitoring and evaluation (M&E) system and e nsure timely and accurate data collection, analysis, and reporting to inform project decision-making and adjustments.

Reporting:   Assist in the preparation of high-quality project reports, including quarterly and annual performance reports, for submission to USAID and other stakeholders and e nsure that all project documentation is accurate, complete, and submitted on time.

Team Management:   Support the COP in leading and managing the project team, fostering a collaborative and high-performance work environment and p rovide mentoring, coaching, and professional development opportunities for team members.

Compliance:  Ensure compliance with all USAID regulations, policies, and procedures and o versee the implementation of project policies and procedures, ensuring adherence to ethical standards and principles.

Required Skills and Qualifications

Years of Experience:  8+ years of experience

Degree:  Master's degree in a relevant field is required (i.e. international development, public administration, social sciences or related discpline)

USAID Experience:  Extensive experience managing USAID-funded projects, with a strong understanding of USAID regulations and compliance requirements. 

Technical Expertise: Demonstrated expertise in project areas such as monitoring and evaluation, data analysis, and results-based  management.

Communication Skills: Excellent oral and written communication skills in English, with the ability to present complex information clearly and concisely to diverse audiences.

Leadership Skills:  Proven leadership skills, with experience managing teams and building partnerships with stakeholders.

Problem-Solving Skills: Strong analytical and problem-solving skills, with the ability to adapt and respond to challenges in a dynamic environment and the ability to work under pressure and meet tight deadlines.

Preferred Qualifications

  • Experience working on USAID-funded projects.

  • Familiarity with USAID policies, procedures, and reporting requirements.

  • Previous experience in a Chief of Party or similar senior leadership role.

    Location:  Remote, will be required to travel to the DC area and other locations upon request.
