Steuben County Government Facilities/Maintenance Superintendent in Angola, Indiana

Incumbent serves as Facilities/Maintenance Superintendent for Steuben County Government buildings and is responsible for overseeing County maintenance and custodial operations, maintaining County buildings and grounds; and supervising/assisting custodial staff. This position ensures that all facilities are safe, compliant with applicable codes and fully operational.

DUTIES: Supervises all maintenance and custodial staff including evaluating job performing, providing corrective instruction, making work assignments, providing training, assists in interviewing and hiring applicants, disciplining, and coaching employees. Coordinates safety training and ensures workers are equipped with proper safety equipment. Oversees Department operations and is responsible for completing, managing contractors and/or working with third-party vendors to accomplish necessary tasks. Oversees and/or performs maintenance of buildings and grounds, including performing interior/exterior visual inspections of buildings, HVAC, lighting, plumbing, electrical and rooftops, and completing necessary maintenance/repairs. Performs physical checks of doors and monitors alarm system and fire protection systems for assigned buildings. Inspects and repairs emergency exit signs as needed. Ensures necessary testing is completed for equipment, as required. Maintains accurate records of all maintenance repairs. Performs repairs as needed and/or helps to identify proper contractor to perform repairs. Negotiates contracts and works with vendors supervising while work is being done, as needed to maintain key scan system, fire alarms and related smoke detectors and sprinkler systems, HVAC, plumbing, electrical snow removal, trash collection, landscaping. Inspects and maintains elevators, ensuring safety and proper working order. Oversees or maintains maintenance parts/supplies inventory and orders parts/supplies needed for maintenance duties. Collaborates with Commissioners to report problems, suggest solutions and acquire estimates. Provides regular status updates on any pending project. Inspects office buildings and common areas for potential safety hazards, and assurance of proper maintenance by staff. Obtains/secures bids from outside contractors for larger projects. Oversees set up and take down for special events in county buildings and/or on outside property. Oversees appearance and safety of walkways, steps, lawn, and parking lots, including clearing snow and ice in winter, mowing, and watering lawn, running weed-eater, killing weeds, watering and planting flowers, trimming shrubs, and cleaning sidewalks. Implements procedures for handling, storing, safekeeping and destruction of hazardous materials, maintaining and updating county MSDS folder and systems. Responds to requests from offices and/or departments regarding custodial tasks, including moving office furniture and delivering office paper products. Projects budget and fiscal needs of department and presents requests to County Council and Commissioners for consideration and approval. Completes Maintenance Department Payroll, reviews time cards, coordinates and approves paid time off for assigned personnel ensuring shift and duty coverage. Oversees or performs the proper maintenance and upkeep of County building appearance by buffing floors, cleaning walls, woodwork, stairways, baseboards, and painting as assigned. Ensures all cleaning equipment and tools are kept in clean and safe working condition by cleaning, repairing, and replacing parts as needed. Oversees or performs regular maintenance of outdoor areas and minor landscaping duties by mowing, weed eating, pulling weeds, edging sidewalks, raking, trimming trees and bushes, spreading mulch, sowing grass seed, fertilizing, spraying weed killer, relocating plants, trees, and bushes, removing dead trees and bushes, removing snow and ice, cleaning window wells and stairwells, picking up trash, emptying trash cans and ash trays, and p rforming sweeping/snow removal on area sidewalks and parking lots. Monitors heating and cooling computer software applications daily to check status of system and resolve problems. Checks boiler and water softener, changes and/or directs staff to add salt when necessary. Monitors sewage and storm water pumps, fire panels, sprinkler systems and chillers. Occasionally performs minor carpentry and plumbing repairs as needed and notifies Commissioners of needed major building repairs and/or maintenance. Serves on call and responds to emergencies on 24-hour basis. Performs related and/or other duties as assigned.

DIFFICULTY OF WORK: Incumbent performs a broad range of duties involving complex and complicated considerations and problems. Incumbent operates within very general guidelines and rules which require adaptation to address specific cases and circumstances.

RESPONSIBILITY: Incumbents assignments are guided by broad policies and/or general objectives, established procedures, performance standards and interpretation of policies. Incumbent refers to commissioners when interpretation of departmental policies, programs, and/or expenditures are thought necessary. Incumbent has a high degree of flexibility in the job. Work priorities are determined by customary routine, seasonal deadlines, and the service needs of the public and staff. Errors in work are usually prevented through referencing technical manuals and specifications and are detected through notification from other departments or the public. Incumbent reports directly to Board of Commissioners.
