Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:This title includes a traineeship opportunity and applicants will be appointed to the appropriate level* based on their experience and education. Required experience: regulatory compliance/oversight experience within a regulatory entity that included two or more of the following: accounting and auditing; investigating and/or inspecting regulated entities and facilities; interpreting and explaining policies, rules, regulations, or laws to organizations, government or corporate officials, or individuals; policy analysis and research; surveillance; quality assurance that included evaluating whether projects met/are meeting requirements that included risk assessment; providing professional level economic development products or services; community outreach which included vulnerable populations; negotiating and/or approving contracts or agreements with suppliers, distributors, federal or state agencies, or other administrative control processes. Master's and higher-level degrees will substitute for one year of required experience. *Program Specialist 1 Cannabis level requirements:• Program Specialist Trainee 1 Cannabis (equated to SG-13): bachelor or higher degree. • Program Specialist Trainee 2 Cannabis (equated to SG-14): bachelor or higher degree and one year of required experience.• Program Specialist 1 Cannabis, SG-18: bachelor or higher degree and two years of required experience. Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 52.6 of the Civil Service Law.Preferred Qualifications:The preferred candidate will have two (2) years’ experience in one of the following areas: assessing health and safety impact of policy or programmatic changes; reviewing information for completeness and accuracy; experience using Microsoft and other online computer programs; strong data collection and analytical skills including compiling and reporting data.Additionally, the preferred candidates will have excellent communication skills, including oral and written; ability to work independently as well as part of a team and prioritize workload.

Duties Description Reporting to the Program Specialist 2 (Cannabis) the incumbent of this position will assist with the work within the Product Quality and Safety Unit to research and evaluate cannabis products and administration methods are safe for consumers and the testing standards comply with regulations for medical, adult-use, and cannabinoid hemp. Responsibilities will include inspecting, auditing, and performing a full range of compliance duties for the regional area they are assigned to (Albany). The Program Specialist 1 (Cannabis) position will perform applicant and licensee inspection of physical facilities, adherence to program regulations, development of guidance documents and statement of findings and other duties ensuring licensees are complying with public health and safety best practices.Duties include, but may not be limited to:• Review standard operating procedures, including evaluating manufacturing and extraction methods, product packaging, and labeling. Identify deficiencies or deviations, recommend corrective action, and propose citations and enforcement actions. Ensure corrective and preventative actions are taken to prevent reoccurrence of deficiencies in policy and regulatory compliance.• Conduct audits, reviews, and research of Good Manufacturing Practices and identify deviations from regulatory compliance or deficiencies and present findings and recommendations.• Present information on various topics at Office of Cannabis Management meetings.• Review licenses, conduct inspections, process renewals, and track and analyze data from entities who wish to obtain or renew licensure or registration to engage in cannabis activity.• Collaborate with staff in the review of licenses, including conducting inspections renewals, and tracking data from entities who wish to obtain or renew licensure or registration to engage in cannabis activity.• Support inspection teams to monitor compliance with all applicable laws, regulations, policies, and procedures.• Review testing reports and assist in managing and tracking cannabis recalls, quarantines, and product remediations.• Ensure the consistent application of professional standards and OCM policies in the performance of Unit activities. • Respond to inquiries from applicants, licensed entities and stakeholders reporting complaints or seeking agency assistance.• Review incoming data, including adverse events, dispensing data, and inventory and sales data to assess compliance or respond to inquiries reported to the agency.• Review and research licensee information• Complete on-site inspection reports and findings after inspection has been completed.• Assist with drafting responses to FAQs and knowledge-based language for shared mailbox responses.• May perform the full range of supervisory responsibilities.• Perform other duties and special projects as required.

Additional Comments NOTE:• Travel may be required (approximately 50%), including during evening and weekends, depending on mission and assignment. • Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job. *There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State.
