Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:• A bachelor’s degree including or supplemented by NINE semester credit hours in statistics, biostatistics, economics, econometrics, research methods, mathematics, data analysis, or data modeling PLUS THREE YEARS of professional* research experience in the collection and evaluation of quantitative data directed toward review and analysis of program operations. Substitution: J.D. or master’s degree may substitute for one year of the experience; a doctoral degree may substitute for two years of the experience. Experience limited to general, non-professional research tasks (for example, legal citation research, bibliographical research, or incidental research functions as part of a non-research job) will NOT be considered qualifying. Preference may be given to candidates who have: Qualifying experience that was performed in a school, school district, BOCES, education oversight agency, educational institution, education research institution, or other related research institution.PROMOTION: Current state employees must have one year of permanent service as a Program Research Specialist 1.COMPETITIVE MINIMUM QUALIFICATIONS:Reassignment: Candidates must have one year of permanent competitive service as a Program Research Specialist 2. Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Associate In Education Research, Associate Statistician, or Environmental Specialist 2. Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for a Program Research Specialist 2 position in the Office of Information Reporting and Services. The incumbent of this position will serve a critical role in the continued quality of P-12 and higher education data and processes. Duties of this position include, but are not limited to, the following:• Participate in the operation of the higher education data system (HEDS);• Participate in the design and development of data collection processes, reporting systems, and performance indicators for P-12 and higher education data systems.• Lead project to enhance electronic data collection system to include edit checks, verification, reports, and documentation.• Provide data for compliance reporting and program office needs, including but not limited to Perkins reporting, Bundy Aid, High Needs Nursing, Higher Education profile reports, Higher Education Statewide Plan, and other college and career readiness reports.• Conduct data analysis using statistical software and prepare reports including visual representations of data regarding student admission, enrollment, retention, graduation, and other assigned P-12 and higher education policy issues.• Lead work on National Student Clearinghouse data and analysis.• Respond to data requests.• Obtain, assess, and resolve problems with datasets prior to analysis; and• Other duties as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent, competitive appointment or a contingent permanent non-competitive appointment. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
