Duties Description The State University of New York (SUNY) System Administration Budget Office seeks an Assistant Director for Budget Research and Development who would be responsible for working with the 29 State-operated campuses, five Statutory campuses at Cornell and Alfred Ceramics, three teaching hospitals, departments, and agencies both internal and external to SUNY, and the 30 Community Colleges to prepare documentation, reports, analysis, and independent reviews of external information that would aid in developing and successfully implementing the budgetary needs of the same. The State University of New York is the largest comprehensive public university system in the nation, consisting of nearly 400,000 students on 64 campuses, including 30 community colleges, 29 State-operated institutions, five statutory colleges at Cornell and Alfred Ceramics, and three academic medical centers. The Assistant Director for Budget Research and Development will report directly to the University Budget Director and work with the entirety of the System Administration Budget Office, other senior System Administration staff, and the Chief Financial Officer, to meet the budgetary and financial needs of the entirety of the State University System. This will include aiding in the preparation and effectuation of annual State Budget requests, analysis of Executive, Legislative, and Enacted budget actions and requests, legislatively required reporting, and furthering the budgetary and fiscal needs of the State University through the creation of independent analysis of available internal data, exploration implementation of analysis based on independently available data, and creation and maintenance of operational reporting, statistics, and metrics. In addition, the Assistant Director for Budget Research and Development will supervise two (2) professionals and be directly responsible for their professional development while working with other departments within System Administration to provide guidance on various State and SUNY policies and procedures. Additionally, the successful candidate will assist with ensuring adherence to State laws, SUNY regulations, as well as State and SUNY initiatives. The incumbent will work with the entirety of the System Administration Budget Office to meet the budgetary and financial needs of the SUNY System. In addition, the position will be expected to work closely with other offices within SUNY System Administration to prepare and effectuate budgetary requests, meet reporting requirements, and respond to ad hoc questions from campuses, Senior Leadership, Board of Trustees, and outside entities.The Assistant Director for Budget Development and Research, with direction from and in conjunction with the University Budget Director, will be responsible for: - Developing and maintaining long-term financial and enrollment forecasts for all SUNY institutions in tandem with pertinent members of the System Administration Budget Office, campuses, and System Administration professionals,- Developing, maintaining, improving, and monitoring required daily, weekly, monthly, and annual reporting,- Working directly with pertinent members of the SUNY System in developing and / or improving costing models related to the offerings of specific academic programs across the SUNY System,- Performing operational efficiency analysis for the entire SUNY System with a special focus on campuses experiencing enrollment / financial challenges and preparing recommendations on potential solutions,- Performing ad hoc comparison and metric analysis to identify areas of potential operational or policy improvement,- Perform annual reviews and reports on external data items - including but not limited to - College Board reports, Return on Investment reports, and the Social Mobility Analysis,- Lead the ongoing review and recommendations as to approval for State-operated campus fee submissions, Community College Budget submissions, and the annual State-operated Campus Tuition rate setting working group, all with cooperation and participation from the Budget Office writ large,- Supporting the entirety of the Budget Office in successfully fulfilling their assigned responsibilities,- Reviewing, analyzing, and summarizing annual legislative bills and other documentation to inform the strategic direction of System Administration and the SUNY System,- Providing guidance to campus and college representatives on State law and SUNY policy and regulations in budgetary and fiscal areas,- Assisting with presentations on complex fiscal issues to audiences that may, or may not, have a fiscal background,- Ensuring adherence to, and promotion of, high standards of ethical conduct, compliance with all applicable laws and regulations, and appropriate financial oversight and controls- Other duties as assigned.

Minimum Qualifications - Bachelor's degree or higher with a preference for degrees in financial operations and analytics or a research and development field.- Ten years or more of progressive levels of budgeting or financial responsibility.- Data collection, manipulation, and analytical skills are required.- Proficiency with Microsoft Excel- Strong verbal and written communication skills

Additional Comments Salary is dependent on a variety of factors, including but not limited to, experience, education, training, and certifications.
