Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Permanent qualifications:Permanent status as an Addictions Program Specialist 1 (G-18) and interested in reassignment; OR reachable for permanent appointment on the current Civil Service eligible lists for Addictions Program Specialist 1, G-18 OR Addictions Program Specialist Trainee OR eligible for transfer under Section 70.1 of the Civil Service Law OR to be considered for appointment as an Addictions Program Specialist Trainee 1 through NYS HELPS Program:A bachelor’s degree or higher. Failure to include a copy of your degree may result in an automatic disqualification.Upon satisfactory completion of the 12-month training at the Trainee 1, you will automatically advance to Trainee 2.

Duties Description The incumbent, in the Division of Addiction Treatment and Recovery - Bureau of Treatment Services, will assist with the implementation of integrated care services, expanding and ensuring regional capacity of treatment services, collaboration with the Division of Harm Reduction and the Bureau of Opioid Treatment Services, Regional Office and other internal and external stakeholders. Duties include, but are not limited to the following:• Contribute to the development, implementation, and maintenance of integrated care services to include Crisis Stabilization Centers, Certified Community Behavioral Health Clinics, etc.• Assist with the assessment of and capacity building for regional treatment services throughout the State. • Participate in intra- and inter-agency work groups (e.g., NYS Trauma Champions Collaborative).• Track quality-of-care metrics for programs serving the Bureau’s specialty populations (in partnership with other Bureau and Division staff).• Work collaboratively with Regional Office Program Managers on provider concerns.• Support the implementation and sustainability of projects funded with federal dollars and Opioid Settlement Funds by tracking spending, managing monthly reports, providing technical assistance, and supporting the facilitation of learning collaboratives. • Assist with promoting harm reduction efforts in the treatment system in collaboration with the Harm Reduction Division.• The candidate should have recent experience working in OASAS Certified programs with a strong clinical background in addiction services.• Additional duties as assigned.
